Meet Our Team
Carl Miller, Chief Executive Officer
Carl Miller started HCT Renewable Energy in 2021 and has over 25 years of staffing industry experience, with over 20 of those years being in the energy industry. As CEO, Miller leads the entire HCT team and its executives, while supporting the company’s growth and development. In 1998, after transitioning out of selling and leasing aircraft for 12 years, he created Hill Country Staffing. For three years, he staffed for general industries out of his central Texas office before expanding his services to oil and gas. The company grew to be a preferred staffing provider in the oil and gas industry. After selling majority stake in the business in 2014, Miller remained the CEO. The oil and gas industry’s downturn in 2015 motivated Miller to form HCS Renewable Energy in 2016. HCS focused on staffing the construction sector of solar projects. Miller sold HCS in 2019 and regained full ownership of Hill Country Staffing, now rebranded to HC Tradesmen Staffing. Today, he continues to lead in the staffing industry with HCT. Miller’s extensive experience in staffing, business leadership and the energy industry strengthen HCT and positively shape the direction of its team.
Nicholas Clough, Chief Operating Officer
Nicholas Clough joined HCT Renewable Energy in July of 2024. As COO, Clough manages and collaborates with HCT’s various teams and departments to streamline operations. Clough has over 20 years of operations experience, with over 10 of those years being in the energy industry. He began his career in restaurants and the hospitality business before transitioning to investor relations with acquisition and development company CUI Global. From there, he continued his journey in business development with gas solutions provider Orbital Gas Systems. Shortly before joining HCT, he was the VP of Operations for infrastructure services provider, Orbital Infrastructure Group, providing services in telecommunications, electric power and renewables. His depth of experience in sales, operations leadership and business development adds immeasurable value to the HCT team. Clough holds a Bachelors degree in Business Administration and Management from California State University in East Bay.
Todd Dueker, VP of Business Development
Todd Dueker is responsible for growing HCT Renewable’s sales, strategizing and achieving marketing goals and growing business relationships. Dueker has over 15 years of engineering experience and over 20 years of energy industry experience. Prior to joining HCT, he held positions in application engineering, mechanical engineering, field engineering, engineering leadership and project management. He began his career as part of a mechanical engineering group with electric utility provider Tennessee Valley Authority. Then, he applied his engineering expertise to vehicle manufacturer PACCAR before becoming an Engineering Lead at energy services provider Worley. Shortly before joining HCT, he was a Senior Project Manager with renewable energy developer Lightsource BP. His many years of engineering and energy sector knowledge strengthens HCT’s business development efforts. Dueker holds a Bachelors degree in Mechanical Engineering from Tennessee Technological University.
Deanna Miller, VP of Finance
Deanna Miller is responsible for all of HCT Renewable Energy’s financial functions, including accounting, auditing and corporate financing. Miller also oversees and manages all human resources activities for the company. She brings over 30 years of experience in financial management to her role. Previously, Miller held financial and senior management positions at Deloitte Touche, Motorola and Dell Technologies. Prior to joining HCT, she served as CFO for major oil and gas industry staffing provider Hill Country Staffing. After rebranding to HC Tradesmen Staffing, she continued her role until 2024. Her financial expertise and decades of experience positively contribute to HCT’s growth. Deanna is a licensed CPA and holds a Bachelor’s degree in Accounting from Texas A&M University.
William Clough, General Counsel
William Clough provides legal representation to HCT Renewable Energy, bringing more than 30 years of business and litigation experience to his role. Before HCT, Clough was a Senior Litigation Partner at a California-based law firm with offices in San Francisco, Los Angeles and Honolulu. After over a decade with the firm, litigating matters in State and Federal Courts including before the U.S. Supreme Court, he provided legal counsel to computer hardware company OnScreen Technologies. He held the position of President/CEO and Chief Legal Officer (CLO) with OnScreen at acquisition. Clough used that experience in his next role as Executive Chairman and CLO for Orbital Infrastructure Group. At Orbital, he provided legal counsel within its three business silos of telecommunications, electric power, and renewables. Bill is a former law enforcement officer and U.S. Federal Air Marshal. Clough earned his Juris Doctorate, cum laude, from the University of California, Hastings College of Law in 1990.
